pretty much how I saw it. 10 was a push towards accepting all hardware configurations. 11 put restrictions in the name of security. so even if a user WANTED to upgrade, there’s technically a barrier that Microsoft would block them (albeit that check can be bypassed).

the statistic was around like what, of 100 applications, a quarter will likely reject you, and like 5% will actually respond back with an interview to some extent. the rest will ghost you.

not yet, but the wikimedia foundation has been fighting against it expecting that it would be a class 1 site and require it.
